The designer, Robert Ferry, provided me with some additional info on the Tower. Thanks Robert!

Credit goes to Werner Sobek for the "triple zero" concept: http://www.wernersobek.de/index.php?page=392
This tower probably the most sustainable building of its type since it not only is "triple zero", but is actually a large net clean energy producer. The area required to place a concentrated solar power tower of this size on top of a structure is about equal to that of any Walmart roof. Of course the KW output is restricted to around 600KW by that area and does not come close to projects like Solar One, but it is a dual use of valuable real estate, and worth the added investment from perspective of the greater community.

Not only does that look stunning but if it can provide everything it says that will possibly be a good way forward in energy.
