Given that a foreseeable natural disaster wiped out reactors 1-4, why on earth would the Japanese government allow reactors 5 and 6 to continue to operate with exactly the same vulnerabilities to catastrophic failure? The problems at Fukushima Dailchi were in large part caused or exacerbated by design flaws, flaws which presumably the remaining two functional reactors also have. It would be insanity not to shut down the entire complex.
