		<description>Sounds simple enough, so lets get to it. With the cost saving factor more likely to be the reason for many to do it, I hope this white out, blankets the country like a blizzard. By next summer, it would be great to compare the cost of cooling those building that whited out with what they paid when their roofs were tar babies. Things like this could also be implemented on a state and federal level so that all govt. building whited out and used the cost saving in some other green initiative.</description>
