Paris is more and more for very Riches people who can afford to leave there. If you have a familly and and are a wealthy salaryman, you can not afford to leave in Paris. As the rail system is not working properly and quite inconfortable, especially for families, such a scheme as the one described there will just exclude you from Paris.
