LIPA and Con Ed Subpoenaed in Hurricane Sandy Investigation

Con Edison [4] and the Long Island Power Authority [5] were subpoenaed this week in connection to an investigation about their handling of Hurricane Sandy. The companies were amongst a group of others that were told to release info about their preparation and plans to restore services after the mass power outages caused by the storm [6]. The subpoenas are part of an ongoing probe initiated by Governor Cuomo that will look into the utility companies’ response to the storm.

After so many New Yorkers were without power for extended periods [8], Governor Cuomo put together a special commission called the Moreland Act, to investigate how NY utility companies dealt with the crisis. So far, many of the companies were found to have delayed response times, causing the governor to form a plan to reconsider their management and policies.

Each of the companies, including Con-Ed, the New York Power Authority and the Long Island Power Authority will have to submit to a 10 member investigation panel, which will review their preparation and response to the storm outages. The commission will then review the findings from each company, and begin to make recommendations to amend the power delivery system, with the goal of creating a better prepared New York for the next big storm.

Hurricane Sandy may have been the straw that broke the camel’s back, as the governor has now also reviewed slow response times [6] from other storms in the past. Hopefully these investigations will prevent future lasting outages like the one caused by Sandy.
