The High Line made a name for itself by turning land atop an elevated rail line into a flourishing park, but can the same be done for spaces underneath these kinds of structures? The Design Trust for Public Space is embarking on a plan to transform areas under New York City’s plentiful bridges, elevated highways, subways and rail lines into places for community engagement and artistic inspiration. Their project, Under the Elevated: Reclaiming Space, Connecting Communities, will bring together local community leaders, planners, architects, artists, and cultural organizations to develop strategies to maximize the functionality and use of these often-abandoned and sometimes downright scary areas.

Jeff Koons may want to hang a train over the High Line, but the park’s creators, Friends of the High Line, have decided to put a train back on the High Line in order to keep up with the park’s extreme popularity. Because of the park’s growing crowds every summer, which are anticipated to double when the final section is complete, the architects and engineers have decided it is time to put a people-mover style tram on the High Line to help pedestrians get from one side of the High Line to the other. While the original rails will still be daintily planted with wildflowers and grasses, a high-speed levitating train line will be built alongside the park to transport tired and crowd-weary tourists the 1.3-miles, end to end.

Jeanne Gang, the architect behind Chicago’s iconic Aqua Tower, recently unveiled her design for a dazzling new building along the High Line. Called the Solar Carve Tower, the glass structure features corners that are cut away to allow the sun’s rays to shine on the park. NYC’s enormously popular High Line Park is almost complete. The final 0.58-mile portion of the formerly abandoned railway line making up the elevated Chelsea park was donated by CSX Transportation in early July under the Rails-to-Trails Program, and the elevated NYC park is on track to be opened to the public in 2014.

As you can imagine, we were extremely excited last year to find out that Queens might be getting a High Line-esque park of its own, but as of now, the project is causing a lot of disagreement. Friends of the QueensWay is the neighborhood group that wants to turn a disused stretch of the Long Island Rail Road in Kew Gardens into a green space like Manhattan’s High Line, but city transportation authorities want to revive train service along the track instead.

Manhattan’s High Line has been such a success that now New Jersey is hankering to have their own elevated park. The proposed site of the green space would be at the Harsimus Stem Embankment, an abandoned elevated stone structure that has been caught in legal battles for the past 13 years. The line runs for half a mile along 6th St. in downtown Jersey City and once carried seven tracks of the Pennsylvania Railroad to the Hudson River Waterfront. Community members and nonprofit groups are hoping to convert the controversial spot to a public area with skyline views.

Last week, a disgruntled Chelsea resident posted fliers along the High Line Park begging tourists who visit the area to check their manners. The posters, most of which were torn down by other Chelsea residents, complained about visitors “trampling” and “taking pictures.” Naturally, most native New Yorkers guffawed at the condescending posters and replied via Facebook and blog comments that they don’t share the views of this one unhappy camper.

The idea to turn the ill-fated Tappan Zee Bridge into a pedestrian walkway is finally crossing the desk of Governor Andrew M. Cuomo. The bridge, which connects Rockland and Westchester, has been deemed beyond repair, so a new bridge has been slated to be built. Supervisor Paul Feiner of Greenburgh first suggested the walkway, but Cuomo’s interest to transform the site was finally piqued when a cabinet meeting this week determined the cost of demolition was estimated at a whopping $150 million.

It was almost a year ago to date when the Department of Transportation set its eye on an unused triangular plot of land in Chinatown and envisioned the city’s next High Line Park. Though much smaller, the raised area at the foot of the Manhattan Bridge was poised to become a new public plaza complete with plants, seating, and art installations. Plans are finally coming to life as new details have emerged for the Chinatown mini High Line, including an amazing artistic design by McArthur Fellow artist Xu Bing.
