		<description>Why hasn&#039;t the state, or PG&amp;E turned on the Solar power plant in Barstow, Ca? It was built back in the Carter administration and is just sitting there in the desert. It uses focused sunlight bounced from mirrors onto a solar boiler which in turn heats liquid sodium to produce steam to drive turbines. I have driven by it and it seems to be intact just not up and running, why?</description>
