Now they already generate 62 percent form hydroelectric, and they are increasing their wind generation. Making them by far the Greenest in the country. But those have a few set back for them. Mainly Colder climate. Hydro has to cut back to reserve water till the snow thaws and other environmental reasons. Wind, As proven in many articles from Minnesota and colder regions has a tendency to seize up. This cause issues in base load reliability. Wind so far hasn't lived up to its efficiency claims, most systems generating less than a third that they are rated. Which doesn't help in winter when hydro availability is reduced. To compensate you use coal, natural gas, or nuclear. Now Oregon is in a position to easily cut coal from its usage. Currently the rest would still be made up from fossil fuels. And you still have the issue of not all power generated or used in a state stays or comes from that state. You'd have to isolate Oregon from the whole western seaboard grid if not the facility itself and run standalone generators to guarantee the purity of the power source.
