		<description>intead of just handing out grants, why doesn&#039;t the fed gov have a design competition for an all electric post office local delivery vehicle.  winner gets a design prize and contract for XX,000units but the gov/post office would own the design and would competive bid for future contracts over the intial competition quantity.  specify minumum 5 year full service warrenty (or just lease the vehicles and the manufacture would be responsible to provide the required number of operations units), minimum percent of US manufactured parts or value (actually built in the US not built by a US based firm, or final assembly....actual manufacturing jobs at home).  this could help the auto industry and help jump start electric vehicle production while we (the gov) would get an actual product in return rather than another bailout.</description>
