Designed by BE Weinand and L’Escaut Architects, the project serves as a cultural center and a public venue. The plan features a large plaza and outdoor amphitheater for concerts, and a gathering place to unwind or play games. The exterior is clad in locally sourced blue stone and features translucent walls, which reflect the obtuse angles of the old streets and the visual sequence of neighboring buildings. The top of the project is crowned with a green roof that contributes to the natural texture of the design while reducing the need for active cooling.

A large light-filled hall welcomes visitors into the interior, where the main performance space seats from 400-600 people. The stage is unusually large, which allows it to accommodate many types of performances. The space features excellent acoustics that minimize exterior noises, while the exterior plaza frequently hosts performance, fairs, and public gatherings.
