The pier sits in Tribeca between Hubert and North Moore, where it has been unused for years. The new designs show a space that will be consist of green areas, seating, lounge and play nets, a sports field, a forest walk and a playground. Olin also hopes to create a wetland area at the end of the pier, but that requires a bit more work, so it may or may not end up in the final design. A separate maritime education center will be built by Rafael Viñoly Architects.

The plan is broken down into sections: forest, lawn, lounge area, dune scrub, lounge nets, lounge deck and playing fields. The esplanade is a raised platform that moves throughout the space at 12 to 16 feet above the water. To enter the pier, you pass through a forest walk area and into the playing fields. The esplanade then loops past the lounge areas and nets.
