This is the challenge <a href="http://www.upc.gov.ae/abu-dhabi-2030.aspx?lang=en-US">Abu Dhabi's Urban Planning Council</a> faced when they launched their <a href="http://inhabitat.com/tag/estidama-pearl-rating-system/">Estidama green building rating system</a> in 2009.
